According to sources acquainted with the confidential plans, as desperate Afghans resort to selling their possessions to purchase food, officials are prepared to fly in cash for the needy while avoiding financing the Taliban government.
The financial airlifts are being planned against the backdrop of a fast failing economy in which money is scarce, however, diplomats are still discussing whether Western countries can demand that the Taliban make concessions in exchange, according to documents seen by Reuters.
