Yemen’s internationally recognized government said that it hoped for a breakthrough on a prisoner swap deal by the start of Ramadan. Negotiations between the government and Houthi rebels are taking place in Switzerland. They are being chaired by the UN envoy for Yemen, Hans Grundberg, and the International Committee of the Red Cross.
