On Friday, the Kremlin stated that Russian President Vladimir Putin was “open to negotiations” on Ukraine but the West must accept Moscow’s demands. The statement came a day after US President Joe Biden expressed that he was willing to talk if Putin was looking for a way to end the war. Biden has not spoken directly with Putin since Russia invaded Ukraine on February 24. In March, Biden branded Putin a “butcher” who “cannot stay in power”.
