London: British police declared on Monday that a blast in a taxi outside a hospital was an improvised explosive device and is being doctored as a terrorist affair. Russ Jackson, the head of Counterterrorism Policing in northwest England, said that the explosion was caused by “the ignition of an explosive device” that was brought into the vehicle by a passenger. According to prima facie by police, the intention remained unclear.
