Spain has submitted a draft UN resolution emphasising the need for accountability to ensure Israel’s compliance with international law, according to a report. The resolution calls for an “immediate, unconditional and permanent” ceasefire and urges all parties in the conflict to adhere to their obligations under international law. It also “strongly condemns any use of starvation of civilians as a method of warfare and the unlawful denial of humanitarian access,” the draft states. It stresses the obligation not to deprive civilians in Gaza of essentials for survival, “including by wilfully impeding relief supplies and access”.
