A BRICS (Brazil, Russia, India, China, and South Africa) meeting of foreign ministers in South Africa has been overshadowed by questions on whether Putin would be arrested if he attends a bloc summit in August. South Africa’s Foreign Minister Naledi Pandor said that it was looking into the legal options if Putin could attend the planned Johannesburg summit of emerging economies. Putin has been issued an arrest warrant by the International Criminal Court (ICC) for war crimes.
