It was reported that Ukrainian authorities started evacuating civilians from the recently-liberated southern Kherson and Mykolaiv. The decision was made amidst fears that damage to the infrastructure and the lack of heat was too severe for people to endure the upcoming winter. Ukraine’s Deputy Prime Minister Iryna Vereshchuk said that the government would provide “transportation, accommodation, medical care.”
