On Monday, an EU spokesperson said that the caretaker government in Afghanistan was not ‘inclusive and representative’ as it did not include different groups. Twenty-seven states of the EU had declared openly five conditions for engagement with the Taliban with the transitional govt having a comprehensive and democratic approach.
