Pakistan’s draft New Energy Vehicle policy aims to promote cleaner transport, reduce oil imports and develop an export-oriented auto sector. However, treating plug-in hybrids and battery electric vehicles equally could weaken those goals. Critics argue stronger incentives should favour BEVs, while hybrids compete based on emissions and fuel savings, encouraging genuine electrification, charging infrastructure and technology transfer.
