There will not be much, if any, real response on the ground in Gaza to shield against Storm Byron if it brings heavy rains amid an ongoing humanitarian crisis. The Israeli army has repeatedly bombed Gaza despite the October truce, and has indicated it will continue strikes if necessary, as mediators push to enter the second phase of the agreement. Israel also remains in military control of more than half of Gaza even after the ceasefire, cramming hundreds of thousands of Palestinians into small areas of the enclave.
