Russian forces shelled residents as they were being evacuated from areas affected by the breach of the Kakhovka dam in Ukraine. Parts of the Moscow-controlled dam on the Dnipro river imploded in the early hours of Tuesday. Ukrainian police and troops in Kherson city were using inflatable boats to rescue people from inundated areas, most clutching only a few documents and their pets.
