Moscow: On Feb 15, President Vladimir Putin said that Russia does not want a war in Europe. He described the situation in east Ukraine’s breakaway territories as “genocide” and called for the conflict there to be settled through the Minsk peace progress. Putin also said that Russia had decided to partially withdraw troops from near Ukraine though there had not been a positive response to Russia’s demands.
