Russia has long opposed the idea of Ukraine joining NATO as it fears it would bring the alliance closer to its border. Putin has placed harsh conditions on any acceptance of a ceasefire. He spelled out his terms in a speech at the Russian Ministry of Foreign Affairs. “Ukrainian troops should be completely withdrawn from the Donetsk, Luhansk people’s republics, Kherson and Zaporizhia regions,” he said.
