President Vladimir Putin signed a decree that allowed the deportation of Ukrainian citizens from the territories annexed by Russia if they were considered a “national security threat.” According to the decree published online, residents from the annexed territories in Donetsk, Luhansk, Zaporizhzhia, and Kherson, who have not taken Russian citizenship, would be recognized as foreigners.
