Pakistan’s former foreign minister Bilawal Bhutto Zardari welcomed an early agreement on loss and damage at Cop28 – but warned that hard work lies ahead. “As the initiator of the Loss and Damage Fund during my tenure as Chair of G77 & China at Cop27, it’s gratifying to see its operational launch at Cop28,” he wrote. He stated that the initial pledges marked progress, but they were mere stepping stones towards the substantial support required by the climate-vulnerable Global South. “Let Cop28 be the dawn of a new era where promises manifest into tangible, impactful support for those hit by climate induced disasters,” he added.
