The Russian defense ministry stated that Moscow’s troops did not target Ukraine’s capital in Thursday’s wave of devastating attacks. It also blamed Ukraine and Kyiv’s foreign partners for “the fall of missiles” in the capital. Most of Kyiv remained without power and many residents had no running water, a day after nationwide deadly missile attacks plunged several cities into darkness.
