Philippe Lazzarini, head of the UN Palestinian refugee agency, warned on Monday that “without additional funding, we will be in uncharted territory with serious implications for global peace and security”. “We are functioning hand to mouth,” Mr Lazzarini told the UN General Assembly. He said the UNRWA has no ability to absorb financial shocks, especially while a war rages in Gaza. Mr Lazzarini accused Israel of waging a “deliberate and concerted” campaign against the UNRWA to undermine its operations and ultimately end them.
