According to Ukrainian authorities, Russian attacks in Kyiv killed at least three people and cut water and power supplies in the capital. Ukraine stated that an overnight Russian rocket attack struck a hospital maternity ward in Vilniansk, near Zaporizhzhia city, and killed a newborn baby. The European Parliament labeled Russia a state sponsor of terrorism.
