Moscow: On Dec 9, Russia accused Ukraine of shifting heavy artillery towards the front line of battling with pro-Russian separatists. It also said that Ukraine after failing to engage in a peace process has started new hostile rhetoric. “Negotiations on a peaceful settlement have practically hit a dead end,” Foreign Ministry spokesperson Maria Zakharova told reporters.
