On October 4, Ukrainian President Volodymyr Zelenskyy signed a decree ruling out direct peace talks with his Russian counterpart. Ukraine’s presidential office said the country had officially decided that it would not negotiate with Russian President Vladimir Putin. The office laid bare that in a meeting of the National Security and Defense Council, it was decided that it would be impossible to negotiate with Putin after his decision to annex regions of Ukraine.
