On October 26, Russian President Vladimir Putin stated that Russia was aware of Ukraine’s plans to use a “dirty bomb”. He made these remarks at a meeting with the intelligence chiefs of several former Soviet countries. He added that the risk of conflict in the world and region was high and security should be heightened around crucial infrastructure sites.
